Cedar Lake Improvement District Meeting
Notes from September 13th, 2016
6:30 – 8 pm at the New Prague Public Library


Attendees:  Marie Jaeger,  Dave Nielsen,  Gary Morrison,  Jon Nordrum,  Joel  Larsen and Barb Novotny

Marie brought the meeting to order.  Marie made a motion to approve the May meeting minutes and Gary seconded.
Joel made a motion to make an amendment to the Bylaws to remove the formal approval needed for the previous month’s meeting minutes at each board meeting. Board minutes are approved before posting so a duplication of approval was felt unnecessary.  Jon seconded and it was unanimously approved.  As defined in the bylaws, the CLID Board of Directors meeting minutes will be emailed to those Board Members who attended for their approval before posting to the website.  A copy will be sent to those directors who could not attend for their review as well.

Dave reviewed income & expenses for May-August and provided bank statements for the board’s records.   Expenses included pay out of carp tournament prize money, website’s annual hosting fee, Post Office Box yearly rental and the CLID’s share of the 2016 lake weed treatment.   Income was generated from interest earned on accounts, carp tournament entry fees, and payment from Scott County’s first half of tax levy and grant money from SWMO for the Carp Kabob.  A copy was given to secretary for filing with board records.

Members discussed in detail the observation of Cedar Lake’s water quality and weed growth since spring.  Board members reviewed the Lake Management Vegetation Plan and discussed the cost projections through 2018.  It was agreed that emphasis of communication with residents is important to determine where curly leaf pondweed is actively growing in late spring/early summer for possible future spot treatments.

Discussion was made in regards to the Carp Study that has been put into place by SWMO.  Concerns regarding retrieval of carp radio transmitters was addressed and information will remain posted on the website regarding procedures to follow if dead carp with transmitters are found.

Also discussed was to ask residents via the website to inspect docks, lifts, boats and any other submerged items for any signs of zebra mussels when pulling them out of the lake this fall.  If any are found, they should email the CLID immediately so appropriate organizations can be notified.

CLID residential members are encouraged to visit the CLID website for details regarding the Lake Management Plan and Carp Study.
The board will invite Melissa Bokman of SWMO to attend the October or November board meeting to review the SWMO’s opinion of the progress of the lake treatments/water quality and future course of action.  Additional invitations may also be extended to PLM (the treatment company) and the DNR as well.  The CLID wants a strong proactive presence and contribution in addressing CLID’s water quality now and in the future.

Marie motioned to adjourn the meeting and Jon seconded.

The next board of directors meeting will be held on Tuesday, October 11th, 2016 at the New Prague Library from 6:30-8:00pm.  The November meeting was changed to November 1 due to election day on November 8 so the library will not be available.
