Cedar Lake Improvement District (CLID) Meeting Minutes held on February 1, 2021, 7:00-8:00 pm via Zoom due to COVID.

Attendees: Dave Nielsen, Joel Larsen, Tim Schroeder, Paul Hoyt, Amy Gallagher, Pamela Caselius, and Tim Singleton.

Agenda:
-Annual Report Preparation
-Review Board Member Terms
-CLID Plant Surveys
-Lake Clean-up
-9 Elements Plan

Tim Schroeder started the meeting discussing his draft report for our annual report to the county. All agreed it looked acceptable and was a good starting to create the report from which we have determined is now a requirement. No additional changes needed at this time.

Tim Schroeder continued the meeting discussing board terms and who was up for renewal this year. Dave is the only member up for renewal this year with others following in 2022 and 2023.

Amy provided an update on her inquires with 3 different survey companies who could potentially accommodate the CLID’s desire to collect some of their own data as it relates to types of weeds in the lake. The hope was that one of these could conduct a spring survey to measure Curly Leaf Pond Weed and a Native species check later in the year. Amy reported that one of the 3 quotes was the most attractive and did follow-up to confirm understanding and scope of the project. After discussion and quote review Tim Singleton made a motion to approve the quote. Tim Schroeder 2nded it and all members voted in favor. As mentioned in previous notes the independent data will be a useful tool when planning treatment programs for the lake going forward.

Joel provided an update on the lake clean-up which is scheduled for March 6th. He is going to reach out to the Boy Scouts to ask for volunteers to assist as well as the New Prague Sportsman’s club. He is also reaching out to Laker’s to ask for assistance again with dumpsters at the access points. Paul, Amy, Pamela and Dave have volunteered to assist that day starting at 9 am.

Pamela mentioned that she is working with Scott County on a program called the 9 Elements plan. It has several facets to it that include some resources for Cedar Lake. The first item she mentioned was that there was a commitment of funds to restore the wetlands on East Cedar Lake Drive, West Cedar Lake Drive and near the park all to be completed by 8-1-2024. The second component that affects Cedar Lake is the Carp Kabob. The program has set aside dollars from June 2022- July 2024 for a carp tournament or something similar with details yet to be determined. To get additional details Pam is going to invite Melissa Bockmann from Scott County to our next meeting to present further on the program.

Motion to adjourn was made by Tim Schroeder and seconded by Paul. Next meeting set for March 1st, 2021 6:30 pm via zoom.
