Cedar Lake Improvement District (CLID) Meeting Minutes held on May 3, 2021, 6:30-8:00 pm via Zoom due to COVID.  

Attendees: Joel Larsen, Tim Schroeder, Paul Hoyt, Amy Gallagher, Pamela Caselius, Tim Singleton, and Dave Nielsen.

Tim Schroeder advised that he had submitted a draft of the 2021 budget and 2020 annual report to the county. The budget was revised to treatment of just 250 acres based on the new treatment plan guidance that was received previously from the DNR.

Tim Schroeder also advised that WSB and Associates would be starting the initial phase of the carp survey to determine what the current population consists of and what steps may be needed for control. As mentioned in prior meetings the plan involves a two year strategy to survey the lake for optimal sites for seining/harvesting carp which includes: lake reconnaissance, permits, radio tagging of carp, telemetry, coordination of fishing contractors and a final report.

Amy advised that Melissa Bokman from the Scott County Watershed Management Organization (SWMO) would be starting the lake weed survey this week so that a treatment plan can be developed for the DNR based on current weed growth. She also advised that the survey the CLID had contracted for was provided to Melissa to help determine the best plan of action for treatment in conjunction with the DNR.

Tim Schroeder advised that Scott County has contracted with Waterfront Restorations Inc. on a 3 year contract to provide watercraft inspections at McMahon, Thole, Cedar and O’Dowd lakes. Total contract over the 3 year period is 1400. This is part of the 9 Elements plan the County has put together to be completed by 8-1-2024. Pam advised that Melissa mentioned carp treatment was also part of the plan but there are no specifics yet on how.

Pam advised that the CLID was not awarded the grant money that Melissa filed for with the DNR. Thole, O’Dowd and McMahon lakes however did. At this time there are no additional details but she has been in contact with Melissa to hopefully find out why.

Amy advised that the target date of the CLID contracted summer plant survey is the end of July. All members agreed this would be very helpful since we still have not received one from the DNR for 2020.

Tim Schroeder advised the target date for weed treatment from PLM is set for May but exact dates are still dependent upon completion of the survey by the county.

No activity was reported on this month’s Treasurer’s Report.

The next meeting date was set for Monday, August 30th at 6:30 PM at Paul Hoyt’s home garage.

The meeting adjourned via motion from Tim Singleton seconded by Paul Hoyt at 7:50 PM.
