February 2, 2025 Board Meeting

Meeting Overview
• Date: February 2, 2026
• Attending:   Paul Hoyt, Dave Skogland, John Tuschner, Ted Schnaare, Larry Vollmar,
Jim Paulson, (board members)  James Johnson (Guest from Freshwater Engineering)
The CLID Board met to review financials, discuss grant status, and determine next steps for
lake management projects, with primary focus on curly leaf pondweed (CLP) treatment and
long-term water quality planning.
 
Key Discussion Points

o Reviewed expenses and balances for 2024 and 2025.
o Scott county payment was discussed—discussed and reviewed overall
expenses.

Cleaning Station Grant update
Larry reviewed ENRTF request for proposal for the cleaning stations.  The proposal was
updated and financials reviewed.  Motion by Dave on the board resolution, second by
Paul—approved.  All board members initialed the resolution to be input into the final
proposal to the state.
 
Curly Leaf treatment/Prospherous Options
James Johnson review results of lake sediment survey and CLP.  He reviewed the
differences in herbicides that can be used and suggested we continue with the SONAR
treatment that has been effective the last couple of years.  When asked about application
timing, he did not feel that were would be a material difference between under ice or ice
out time.  Larry mentioned the DNR is willing to give the permit for underwater treatment of
CLP.  Board approved the under ice treatment as recommended.  The lake would be treated
at a rate of 4 ppb (parts per billion) and possible bump to add another 2 ppb if needed.
There was also discussion around financial cost of the treatment.  Currently the SWSD  
contributes $25,000 for the treatment.  Discussion was around 3 Rivers Park District and
increase in the levy amount from the current $40k.  Board also discussed a possible
residential survey before the annual meeting in April.
 
Lake Cleanup:  Scheduled for March 7, 9:00 am, at the NE Ramp  (Cancelled due to warm weather)
 
Next meeting:  March 9, 2026 at 6pm at the new Prague Public library
