Minutes of Board Meetings

Cedar Lake Improvement District (CLID) Meeting Minutes held on November 9, 2020, 6:30-8:00 pm at Paul Hoytís garage.

Attendees: Dave Nielsen, Joel Larsen, Tim Schroeder, Paul Hoyt, Amy Gallagher and Tim Singleton

-Treasurer's report
-CLID Budget update
-CLID survey update
-Scott County soil and water campaign opportunities
-Carp Seining update

Tim Singleton advised he had nothing new to report on the treasurerís report other than interest earned from the savings accounts.

Tim Schroeder advised that he had completed a budget projection for future costs the CLID could expect over the next several years prior to any treatments and is going to rerun cost scenarios for our upcoming January meeting. The biggest concern is that it is difficult to develop with so many unknowns around future weed treatment options and associated costs for each.

Amy provided an update on her inquires with 3 different survey companies who could potentially accommodate the CLIDís desire to collect some of their own data as it relates to types of weeds in the lake. The hope is that one of these could conduct a spring survey to measure Curly Leaf Pond Weed and a Native species check later in the year. Amy is working with each on obtaining proposals for service which will be reviewed at our January meeting.

Tim Singleton asked about additional opportunities to work with Scott County Soil and Water around their awareness campaigns as it related to promoting shoreline restoration. Pam advised that she had been working with the county on obtaining content that was available from them to post on the CLIDís social media site. After much discussion all agreed more could be done to make homeowners aware of these opportunities which could potentially also include post card mailings. Further discussion needed here again in our January meeting.

Dave advised he could no longer monitor the PO Box so Tim Singleton agreed to take over this responsibility effective immediately.

Joel provided an update on carp seining that he is still working to reach out to the local carp seining fisherman to gauge interest on another seining in 2021.

Motion to adjourn was made by Tim Singleton and seconded by Joel. Next meeting set for January 4th, 2020 6:30 pm via zoom or at a board memberís home in their heated garage. Decision yet to be determined based on COVID situation at the time.
