Cedar Lake Improvement District meeting notes from May 9, 2017 from
 6:30 – 8 pm at the New Prague Public Library

Marie called the meeting to order.

Dave reviewed income & expenses for April and provided bank statements for the board’s records.   A copy was given to Barb for filing with board records.

Sam went over finalization details for the Carp Kabob.  The funding confirmation has been approved by Scott County for prize money awards.  Required permits and insurance certificate have been obtained.  There are 9 teams who have submitted applications and registration fees.  There is room for one more team. Bow fisherman will be out on the lake overnight starting at 10 pm on Friday, May 19.  A posting was place on website stating everyone is welcome to attend the weigh-in event and awarding of prize money at 5:30am on Saturday, May 20, at the boat access on the east side of the lake.

The lake will be treated for curly leaf pondweed (CLP) on Wednesday, May 10th.  Every area where CLP was located will be treated; therefore there shouldn’t be any signs of CLP on Cedar Lake.   The board members shall look for any weeds coming to the surface within the next three weeks since that will probably be CLP.  It will then be reported to Melissa at Scott Watershed Management Organization for positive identification.   Marie will keep tract of any signs of CLP so those areas will be specifically checked again next spring for spot treating in the event a whole lake survey can’t be done.   When the DNR and SWMO inspected the lake this spring, they found that the lake is essentially free of CLP throughout the center of the lake from north to south.  However, they did find ranges of density closer to the shoreline in several areas and in the center of the East bay.  All of those areas are included in the treatment.    The scheduled treatment areas have been modified slightly to focus only in the areas where CLP was found.  The DNR will not allow treatments in areas where there is no curly leaf present at the time of inspection.  This was part of the originally approved Lake Vegetation Plan that is posted on the website.

The board will again focus on removal of carp in addition to those removed via the Carp Kabob Tournament.  It is the board’s plan to secure a bid/contract for seining through the ice during the winter months when carp tend to stay in close proximity and perhaps secure a bid/contract for netting in the spring during carp spawning or in the fall.

Marie reviewed general guidelines of the board.  The board holds 8 meetings per year with a minimum of five directors in attendance.  The meetings are held on the second Tuesday of the month in Sept, Oct, Nov, Jan, Feb, Mar, April and May.  That day/evening works best for the majority so it will be not changed for this year.   An occasional rare additional meeting can be called if needed.  Directors agreed that early in April is good timing for the annual meeting and that any outgoing directors should attend the annual meeting since that is still part of their original term.

Marie mentioned several miscellaneous projects that the board could research or complete.   Individual directors then volunteered to individually look into and provide information and follow-up in regards to the following:  Annual Lake Clean-Up event in March, carp netting/seining plan, septic compliance, farm land fields draining into the lake, possible improvement of north boat access by DNR, review of optional 150’ safety shoreline buoy markers, review and organize CLID history files.

Barb made the motion to adjourn the meeting and Dave seconded.  The next meeting will be held on Tuesday, September 12th, 2017 at the New Prague Public Library from 6:30-8 pm.
